Positioning the local in multi-level governance systems: added value for employment and job creation
This theme explored successful local partnerships actions which have influenced higher level of policy and strategies. It examined how local partnerships can connect vertically with those elements that lie above it in the hierarchy of power and resources and horizontally with other stakeholders, players and partners. In doing so, we considered the huge range of localised contextual factors that have to be taken into account by policy-makers. In particular, we examined where national or regional policy initiatives have incorporated scope for flexibility at local level and where local actors have exploited policy gaps and instigated local initiatives.
